Biden wrote an op-ed abt Coronavirus
This is the only documentation I can find as to what Biden would be doing regarding Coronavirus.

Biden: Bring sick Americans home for treatment
Trump: Leave them in isolation on a cruise ship
Biden: Re-assert leadership on global health security
Trump: See statement from the Press Secretary on the Global Health Security Agenda (Nov 2019) whitehouse.gov/briefings-stat… via @whitehouse
Biden: He'd ask for money and more power from Congress
Trump: Requested funds from Congress. Has not requested more power.

Biden: Renew funding for the national network of hospitals handling infectious diseases. (That's a Congressional power, not an Exec power.)
Biden: He'd "fully fund the Global Health Security Agenda so the world is ready for the next outbreak." Although a Congressional power, what happened to this funding? The funds dwindled during the O'Biden-Bama Admin until Ebola hit. Then it spiked.
However, as the funds started to run out and eventually expired at the end of 2019, the Trump Admin asked for and got more in 2018/19 to rebuild the fund.
Congress also established a rapid response fund with $50m. Trump Admin asked for $149m but was denied this funding.
What about the Department of Defense?
So basically the O'Biden-Bama Admin was caught flat footed fiscally for Ebola. Then ramped up funding AFTER the outbreak. Now Biden is saying he would have ramped up funding BEFORE Coronavirus. Trump attempted to increase much of this pro-active funding but was denied.

There's quite a bit of "Monday Morning Quarterbacking" going on in the media right now. Everyone in the Trump hating media is using the Coronavirus as a political hammer to influence the electorate. So, a little background on the the virus.
Somewhere I read, and I can't find it, that this Coronavirus is the first major pandemic with asymptomatic spread. That is, people without symptoms are and have unknowingly spread the virus.
