Upshot of Trump's Oval Office speech: This is Europe's fault and we will punish the EU for it

PS/ Trump's speech is presaging his general election immigration rhetoric. He is implying that the EU irresponsibly handled its borders and that *that* is why the coronavirus is hitting America so hard. It's classic scapegoating.... and Stephen Miller's hands are *all over this*.
PS2/ Trump telegraphed that he is playing politics here by REWARDING the United Kingdom for Brexit (by excluding it from the travel ban) and PUNISHING the European Union (EU) using anti-immigrant rhetoric. I fear this is just a *hint* of more such rhetoric we'll be hearing soon.

BREAKING NEWS: Trump Declares National Emergency

(I feel compelled to add that many of the words Trump is saying right now don't make sense. It is tough to track the meaning of his sentences. I'm serious. It's very odd, though he's doing better each time he relies on his notes.)
UPDATE: Trump just deviated from his prepared notes to *discourage* people from being tested for coronavirus except in extraordinary cases. It was a stunning moment, as the President of the United States right now needs to be *encouraging* coronavirus testing—not discouraging it.
UPDATE2: *Every* time Trump deviates from his notes he is doing so to *minimize* the present crisis, attack Obama, lie about how quickly and easily things can be done, *discourage* coronavirus testing... it's extraordinary. And it's terrifying. He literally *cannot stop himself*.

A KEY UPDATE on how coronavirus could affect the general election if—as happened 100 years ago—a pandemic fades slightly in summertime and then rages back with a vengeance the next fall. This is why state elections officials need to be working on an all-mail-in general election.
1/ What I take from the tweet above is that—in theory—GOP members of Congress might feel they could vote for a delay in the 2020 election of up to 75 days without fearing it'd produce a Pelosi presidency. But a mid-January 2021 election would leave no time for recounts/lawsuits.
2/ I assume—and I think we all do—that it'd be equally unacceptable to Democrats and Republicans to hold an election with shockingly low turnout due to inadequate absentee balloting options/capacity. Any POTUS so elected, because of a pandemic, might be perceived as illegitimate.

PS/ We don't know—but would assume—Azar raised testing with Trump when he told him coronavirus required a major response in January; such conversations have since been classified by Trump. We also don't know if Dan Diamond's "recent weeks" extends back into January (6 weeks ago).
PS2/ The best-case scenario for Trump—albeit unthinkable—is that not a *single* adviser of his raised the utility of aggressive testing with him until mid-February, meaning that he only had a chance to be opposed to it (thereby actively hampering it) in the middle of last month.
