Here's an idea:
If someone is sick before they get on a plane,

DON'T LET THEM ON THE PLANE.

How the living FUCK did someone who was sufficiently a concern to be tested get anywhere near an airplane in the first place?

I mean, a logical first step would be for TSA/ticket agents/gate agents to ask passengers to confirm if
a) had a known nexus to any exposure
b) have been tested
c) exhibited any symptoms of illness

and to make it a federal crime to misrepresent.
Or at least put up a sign at the desks that says "by crossing this point, you confirm...." the above, and if you cross the line in knowing violation, you become responsible for the full cost of sanitizing the area, any aircraft, any medical bills for others in the airport, etc.
