In the wake of the Corona epidemic some new offences,hitherto unknown,are being committed. Central and State governments ought to promulgate ordinances rendering these offences punishable,cognizable,non-bailable and non-compoundable. A list of such offences below:
1. Calling such

conferences,gatherings,etc as would make it impossible to maintain social distancing among participants.
2. Exhorting people (by whatever means,with whatever enticements) to defeat social distancing
3. Not quarantining oneself as soon as one has reasons to suspect that one might

have been infected by the virus.
4. Knowingly or unknowingly engaging in any act that might reasonably cause spreading of the virus.
5. Harrassing a person engaged in the fight against the virus,such as asking him or her to leave the premises,no matter what the apprehension may

be.
6. Willfully causing hurt to a person engaged in the fight against Corona.

NOTES:
(a) The list is illustrative and not exhaustive
(b) Health is a concurrent subject under our Constitution. Therefore Central and State govts are equally competent to legislate
(c) Fighting

Corona is a question of life and death. Therefore, promulgation of such an ordinance should not be an end in itself. Governments should enforce such ordinance with all necessary coercive measure. Meanwhile the campaign for raising public awareness should go on.
(d) This is

not a time to be coy about religious sensitivities. The lives of a billion-plus people are at stake. It is clear that the Nizamuddin Markaz tried to defeat the lockdown by Islamic appeals. The law with its full rigour must descend on the perpetrators of this dastardly act.
