From the Prospectus, doesn't look like @WorldBank is not to use the funds specifically for #COVID2019 / #Covid_19 support. "Use of Proceeds" from sale of the notes ( World Bank Pandemic Bond Fund) is for general operations of the IBRD, since 2017.

The bonds will be issued under IBRD’s “capital at risk” program because investors bear the risk of losing part
or all of their investment in the bond if an epidemic event triggers pay-outs to eligible countries covered under the PEF.

The World Bank launched a $425 million 2017 catastrophe bond issue supporting its Pandemic Emergency Financing Facility (PEF). There are two tranches of PEF bonds outstanding, expected to mature in July.
This means investors of the bonds will collect massive profits if the bonds aren't triggered or will lose everything if the Covid-19 outbreak continues to escalate.

others. The largest component of the $500 million PEF is insurance in theform of $425 million of bonds and swaps. @devisridhar
So far The World Bank Pandemic Insurance Fund has paid out NOTHING either for Ebola or #COVID19
As @olga_02138 Olga Jonas has stated, the PEF was promoted for political rather than public health reasons, used aninappropriate risk-financing instrument (insurance); and adopted a complex, nontransparent, and flawed design for the insurance.
