1 Dan keeps asking which current rights of EU27 citizens the UK is at present unwilling to guarantee. Here's a complete list with links.
2 UK isn't yet committed to guarantee current rights for EU27 citizens who arrive after Art 50 letter was sent - though willing to discuss.
3 Family reunion rules for family members who come after Brexit Day. NB this will also apply to family who are EU27 citizens.
4 Administrative process and criteria for permanent residence (called settled status post Brexit) would also change.
5 Current rights to export of benefits obtained in future (other than pension) still rejected by UK side.
6 On the other hand, Dan's correct to say that EU27 side won't guarantee current rights in some respects either: post-Brexit qualifications.
7 The EU27 position on temporal scope here contradicts its position on benefits obtained and family members joining post Brexit.
8 Also EU27 objects to UK citizens in EU27 retaining free movement to other Member States.
9 Finally EU27 says voting rights are outside the scope and up to national law. UK could hold bilateral discussions or seek informal deal.
10 Adding voting rights to deal would (if EU27 legal position is correct) make it a mixed agreement subject to veto & national ratification.
11 On enforcement issues I agree ECJ is an excessive EU27 demand - EFTA Court or UK court enforcement of EU27 citizens rights should suffice
12 Overall: some movement by UK in talks, both sides have some principled reasons for positions but both are being too stubborn.
