Not easy to find "solutions within the constitutional framework" while Spain constantly infringes constitution to violate rights & freedoms👇
1. Spanish Government deliberately ignored that the constitution offers various options for organising a referendum (Art 92, 149...)
2. To organise a referendum is not a crime (Organic Law 2/2005). But 14 senior Catalan government officials were arrested for collaborating.
3. Peaceful & orderly demonstrations are legal. But today leaders of the 2 main pro-independence civil society organizations are in prison.
4. Spain sent 10000 police despite no violence during 5 years of independence push, ignoring Art 164 of Catalonia's Statute of Autonomy.
5. Spain violated Statute of Autonomy placing Catalan regional police under orders of Span. colonel when legally controlled by Catalan govt.
6. Spanish Government already suspended home-rule without the proper constitutional procedures by blocking Catalonia's access to own funds.
7. Spain's military police opened mail, intercepted delivery of mag subscriptions, searched offices violating Const Art 18 right to privacy.
8. Spain's police shut down websites on voting & democracy & identified journalists contravening Const Art. 20 protecting freedom of info.
9. Violating Art 21 & law 9/1983 protecting freedom of assembly Spain forced cancellation of events explaining referend. across the country.
10. Spain fails to respect unfavourable rulings. There are currently 34 rulings in favour of Catalonia that are simply being ignored.
