1/ European Council guidelines for the next phase of #Brexit negotiations have been published. This thread outlines any significant ways in which they differ from the drafts published on 7th March.
2/ The “if you change your position, we’ll change ours paragraph” was formerly at the bottom of the document. It has been moved near to the top.
3/ The new friction arising from Brexit will have “negative economic consequences”, the draft guidelines said. IN PARTICULAR IN THE UNITED KINGDOM, the published ones subtly add.
4/ The sexy stuff. The draft said Council was ready to work towards an FTA. The new one says it will work towards a “balanced, ambitious and wide-ranging free trade agreement (FTA), to) insofar as there are sufficient guarantees for a level playing field.” The key quid pro quo.
5/ The drafts from the other week said the EU wanted tariff-free trade, and suggested that “in this context” it should get access to UK fishing waters. This was tough talk, now softened a little. Fishing access is “in the overall context of the FTA”.
6/ New stuff on “addressing global challenges” like climate change and cross-border pollution. New stuff on “judicial cooperation in matrimonial, parental responsibility and other related matters”, albeit with “strong safeguards”.
7/ And an intriguing new sentence: “Any future framework should safeguard financial stability in the Union and respect its regulatory and supervisory regime and standards and their application.”
