Expert Working Group Report on International Organized Crime
The brilliant researcher, @mtylr23 (who you should follow NOW), found it and brought it to my attention.

First of all, this paper is the result of a meeting that took place in 2010, when @BarackObama was President. But the roots of it go back to 2008, when George W. Bush was President. Under GWB, the DOJ released this: archives.fbi.gov/archives/news/…
So. The AG at the time was Michael Mukasey, who has since gone off the deep end (he's partners with Giuliani 🤑🤮).
BUT. It was still an advancement in how the United States goes after Transnational Organized Crime. Note the eight strategic threats.
So, @BarackObama is elected President, inaugurated in Jan 2009. He appoints @EricHolder AG.
In May 2009, we get this, from DoJ (first pic is from the EWG paper).
Note the last sentence of the final screenshot. That was done ON GWB'S WATCH.
The EWG was convened to discuss RESEARCH into International Organized Crime.
Why?
Because research = sunlight & sunlight is the best disinfectant.
Our MOST BRILLIANT people were working on this stuff in 2008 & 2009, you guys. They saw the threats to the rule of law.
The saw the threats to "future economic growth."
They saw the threats to US Security via Org Crime's "growing involvement" in "energy and metals"
They saw the threat of cybercrime.
They saw the threat of narcoterrorism.
They knew the only way to fight it was with RESEARCH.
Boop! Real Estate, flagged as being used for money laundering in 2010.
"white-collar crime" also flagged, to figure out "why certain crimes require the establishment of more formal organizations." (IE SHELL COMPANIES/OFFSHORING/ETC)

They also looked at how Transnational Organized Crime impacts national security and governance.

They looked at how Transnational Organized Crime would impact foreign relations and foreign aid.
And they also decided more research was needed into the connections between terrorist organizations and transnational organized crime.
You know how we are always yelling about PORTS! and LOGISTICS! and YACHTS! and PRIVATE PLANES!?
Smuggling is why.
Lots of people like to yell "JUST LEGALIZE IT" when it comes to the underworld economy. But it's complicated, as the researchers discussed here: (they may be referring to Amsterdam, where org crime has taken over the legal prostitution industry, and human trafficking is rampant)

A look at how transnational organized crime uses the legal system as a weapon.
"Intellectual property racketeering" could explain the music/film rights (see @dark_wisdom_ & @JamesFourM work on Sony) & also pharma/biotech involvement.

Perfectly stated. See @ericgarland's work on MEDIA OWNERSHIP by foreign interests & people linked to organized crime to really get this point across.
Malware & hacking were on the radar as connected to transnational organized crime. Intellectual property theft too.
They knew both were just going to grow. And they warned of the risks to "the global data of individual and corporate technology users."
Now we get to hacking and online money laundering. Note the mention of tracers 😎.

Ok and now, we focus on CORRUPTION.
One way to fight it? Promote a culture of #Lawfullness.
It's why people like @SallyQYates & @rwpainter & @NormEisen & @Comey & @waltshaub & @PreetBharara & Rod Rosenstein & Robert Mueller are good anti-MOB role models.
I would argue a good way to fight organized crime would be to educate our future business leaders about its risks. To me, that means mandatory classes on how organized crime damages society and ethics classes in business schools, law schools, and accounting programs.
