The EU as a "rules-based system" guarantees frictionless trade between its members, and protects a legal order that can apply the same rules across national borders on consumer protection, the quality of the environment, food labelling and safety, third country products … 2/
The EU acting based on rules is not the same as being "rigid". Members, together w/ EP, can jointly adapt rules faced w/ new challenges: to regulate more, or less, or differently. But the prerogative of deciding on how the EU changes or reforms itself is for "members only". 3/
And @michelbarnier concluded that #Brexit is not a reason to weaken this community of law and its foundational principles. 4/
