Help me with this. There must be something I'm not getting.

When the Liberals passed the Safer Ontario Act revising police oversight, it included a new Special Investigations Unit Act. Previously, the SIU had been created by a provision of the Police Services Act. 1/?
As of June 30, the SIU part of the Police Services Act was repealed, since it was going to be redundant.
But here's the note at the top of the new SIU Act, which the Tories put on hold by cabinet order on June 29, right after they were sworn in. 3/?
Also revoked as of June 30, as part of the Liberal package: the regulation telling police officers how to behave when the SIU comes calling. Because, again, the Police Services Act would no longer be the relevant legislation. 4/?
The Liberals put that stuff into the SIU Act, giving it the force of legislation and not just regulation.

But, again, "THIS ACT IS NOT YET IN FORCE."
Do ... um ... do we have a Special Investigations Unit right now? 6/6
A spokesperson for the SIU says they're operating under the old provisions of the Police Services Act. This makes obvious sense. I hope it's what's permitted under law and regulation.
