The events and organizations that Butina is alleged to have infiltrated for the purpose of acting as a foreign agent include the NRA and two National Prayer Breakfasts.
She is accused of conspiracy to violate 18 U.S.C. sec. 951, which covers "[w]hoever, other than a diplomatic or consular officer or attaché, acts in the United States as an agent of a foreign government without prior notification to the Attorney General."
And, yes, that is something that is prosecuted, although not very frequently. Most recently, DOJ won a conviction under this statute for a Venezuelan man involved in the "Suitcase Scandal." nytimes.com/2008/12/09/wor…

U.S. Person 1 is a U.S. citizen and political operative who made contact with Butina in Moscow in 2013, and helped arranged "friendship and dialogue" dinners for her in the U.S. in 2016.
