"A senior European official confirmed that Skripal secretly met with a group of Estonian intelligence officers in June 2016. The source described it as "very sensitive information," to the newspaper reported, adding that UK intelligence supposedly facilitated the meeting."
I'm not completely sold, but it could be that - if you were to align it with my Estonian tape theory - that Skripal collected the tape and passed it over to UK intelligence, whether MI6 or GCHQ. In any case, Robert Hannigan gets it and then meets with Brennan.
This could also explain why the tape is unverified and fake - because it never went through the official channels in Estonia either.

In the Equation Group dump is a module known as "m12000000", or TADAQUEOUS, which does not have a Listening Post (LP) attached to it.
