In 2015 the NSA & FBI Counterespionage division began searching for a mole that was leaking NSA reports. 3/9/16 a DOJ 'compliance audit' & the NSA identified an illegal program in the FBI DC field office that gave contractors access to raw NSA data

That access was shutdown on 4/18/16. Sept 2016, the FBI submitted a false annual compliance report to the FIS Court that hid this issue & other illegal spying incidents.

Also on that date (and several articles have had discrepencies on both these dates) the NSA notified the DOJ, DNI, & FIS Court that the FBI's 9/26 FISA compliance certification was concealing violations of Minimization Procedures

On 10/26 the NSA provided their report in writing & the court chose to not accept DOJ report

Seizing 60 notebooks for of classified information that he had gathered by doing illegal searches on US Persons using CIA & "other agency" systems. Probably the FBI Contractor FISA.

Rogers took leave & without notifying his superiors briefed Trump on classified matters on 11/17/16. Trump moved his team to NJ after the meeting.

In March 2017, the government submitted new documents trying to explain the illegal spying programs. The court was not amused & issued a 99 page ruling.

It is still heavily redacted in parts, but it shows the FBI made an agreement with the other agency to give their contractors access. The FBI concealed this from the court. dni.gov/files/document…
