This is the Government officially advising businesses that World Trade Organisation tariffs “would apply” on trade with biggest trade partner - and rules of origin too and that they should consider the “impact” on their role in EU supply chains..
Government advises businesses to put steps in place to “renegotiate commercial terms” if it can’t negotiate terms with EU, to reflect customs and new tariffs that may apply on U.K.-EU trade and to base this analysis on existing terms for trade with non-EU countries

This notice basically confirms that the Dutch Government were right to tell its companies to consider whether U.K. parts would be part of supply chains for exporters post Brexit (my #brexitforensics story from June) - Government confirms this in its own technical notice
Im intrigued about wider function of these notices - seems to be a certain degree of legal arse covering going on... to what degree of the Government’s policy wrecked your car parts business, could the Govt be sued, and does warning 7 months in advance of tariffs mitigate that?
