Incidentally this will also be read in Brussels as indicative that the UK government's number one goal in negotiations is to blame the EU for any failure, and only number two to reach an agreement. It will heighten their existing fears.
In the short term one can see why the Government wants to blame the EU, and it does work to a degree. But as something you do in negotiations - disastrous. No point in EU engaging in serious negotiations when the other side is so immature.
