My first question with any story like this is "How new is this really?"
The answer, in this case, appears to be: mostly pretty new!
The Obama admin did a little of it but pulled back after settling an ACLU suit. It's now anecdotally "surging."
This is a REALLY well put together article, FWIW. (Even if I, being me, would love some info on how they got to that "hundreds, possibly thousands" language.) Kudos to WaPo.
BTW, while I don't fault WaPo for putting this at the end of the piece, I think it's really important for people who just see the tweet/hed getting shared a bunch of times to know:
Really good catch from @TheViewFromLL2 here: the article says Obama, but the complaint was actually brought under Bush. (I thought a 2009 settlement of a suit over an Obama policy seemed quick but didn't do the legwork.)
