1) To implement the manifesto, must do it right. Amend the constitution to make it a requirement. The constitution provides that the YDPA appoints, and does so on advice of PM/Cabinet. Not Parliament.
2) Or else, it will become a farce. Doing it just for the sake of doing it. Thats not the proper way of implementing reforms.

3) In the current constitutional framework, even if you put it to Parliament the PM is not bound. So what will happen if Parliament rejects it?
4) Nothing to stop the PM from going ahead to advice the YDPA to make the appointment even if Parliament rejects it.

5) We have seen the fate of Anti Fake News Act repeal. There is a high probability that Parliament will reject it. What will happen then?
6) And while it goes back and forth, we cannot fill the EC with reform minded individuals. Stuck with same people who nearly robbed Malaysians of their right to vote.
7) Reforms must be done right, and properly so that it lasts. Alang alang menyeluk pekasam, dan bukannya sekadar melepaskan batuk di tangga, so the Malay saying goes.
8) The JAC was a compromise. It was servicable when you have a Federal govt that does not have political will to make constitutional amendments or proper institutional reforms. It was the best we could get under a BN government.
9) Even with the JAC, the PM could just ignore the recommendations. And because the PM is not bound by the recommendations. And it happens quite regularly as well.
10) Make no mistake, the government SHOULD amend the constitution to make EC appointments go through Parliament as a constitutional procedure. There should be no compromise on that.
11) But please, lets have real reforms. Not have measures that give the appearance of reform, when in actual fact its just, in the end, a nice gesture.
