There is enough evidence from around the world, in our country’s own history and, contemporaneously, in local areas to know that, with the right approach, the transmission of disadvantage from one generation to the next can be broken.
We must and we will break it.
But, please, as the report points out there is no need to turn the economic system upside down or give into a counsel of hopeless despair to achieve this.
Brexit will make it all so much much harder.
We have a duty to those most disadvantaged to do our best to stop it.
