This paragraph appeared in the Government's paper on the future relationship between the UK and the EU. It explained how committing to a common rulebook would not clog Parliamentary sovereignty because our Parliament could just ignore its international law obligations. 1/3
What I'm wondering is this: does Geoffrey Cox's legal advice contain an equivalent paragraph? Is that how Ministers get comfortable with the idea of committing to a backstop in the Withdrawal Agreement?

If so, what happens to negotiations if the legal advice gets released? 2/3
That would explain why both committed Remainers and ERG types want to see the legal advice released: it would blow the negotiations apart by confirming (for a second time) that the UK could not be trusted as a reliable, good faith negotiating partner. 3/3
