That’s not necessarily required or common but what it does is put the story he is revealing in the public’s hands.
His next indictments could all but encircle Trump by filling in the remainder of the story via indictments of people like Junior and Roger Stone.

By doing that, Mueller would have effectively already disclosed to the public the bulk of the material that will ultimately be in his final report.
He will have done an end-around on any possible effort to bury his report.

The next set of indictments will likely drop soon (Junior tomorrow?) and the story they tell will bridge the last gap from Russia all the way to Trump’s willing participation in tainting an election.
