Juncker blames national politicians for Brexit and euroscepticism in Europe saying they take all the credit for EU's successes and blames Brussels for all the failings in an interview in Germany's BILD. 1/

Juncker: ‘Many Europeans sometimes despair because Member States aren’t getting down to tackling migration issues. They want stronger protection of our external borders. 2/

Juncker: ‘If you curse Europe from Monday to Saturday, you cannot then expect that on Sunday people become ardent fans of Europe.

Ok here is a steaming hot take on the exchange of letters offering assurances over the Irish border backstop. First impressions are that EU trying to help with talk of discuss “alternative arrangements “ ie tech solutions to Irish border, once dismissed as ‘magical thinking’

In May’s letter to Tusk and Juncker, she reminds them she suggested a legal commitment to have future relationship talks end by 2021 at the latest.

Tusk and Juncker don’t mention this in their response. It aint going to happen, which we knew already.

This is really strange. The European Commission is claiming that the College of Commissioners has not or will not announce any decisions on pending legal action against member states today. It normally would. Why the change? 1/
There are at least two highly sensitive cases that were expected to have decisions on today - the referral of Poland to the European Court of Justice and the threat of referring UK to the ECJ. 2/
Poland was expected to get referred to EU's top court over ongoing Article 7 procedure over its alleged backsliding on democracy.

Britain though was due to get the threat of legal action over customs fraud. 3/

UK credit rating at risk if it fails to pay Brexit bill. UK gov source confirms threat is a bluff. But Brussels thinks it is all for the domestic audience. A dangerous game w/ repurcussions for Global Britain & trade

No10 says EU must decide if it will release a letter of assurances before the vote on Tuesday but EU sources tell me they are waiting for the go-ahead advice from Downing Street 1
The letter could have been released Saturday night ahead of No10 Sunday media blitz but wasn’t .. It could be released tonight or tomorrow ahead of vote .. OR EU/No10 may decide better not since 2
The EU letter will I’m told contain assurances/explanations of current deal and nothing new. The letter would come from Juncker/Tusk in Brussels and they can’t change the #Brexit deal without negotiation with and go ahead from 27 EU leaders 3

1. Nobody ought to be surprised by the ineptitude unfolding in British politics in respect of #Brexit. Brexit really just brings it centre stage - but it has been there all along for those who care to look...
2. Take the Iraq invasion. Our generals assured us that it was just a matter of keeping the peace and ti was our recent experience in Northern Ireland than made us the operational experts. That assessment proved to be... less than accurate. Some might say breathtakingly arrogant
3. We assumed that we could keep the peace by running a hearts and minds operation going out in soft skinned landrovers. It didn't take long for that idea to disintegrate and soon we were taking avoidable casualties and losing control of the situation.

1) Germany’s Europe Minister @MiRo_SPD tells me #Brexit negotiations have been paused so the U.K. side can ‘go into a huddle’ - and ‘see how far they can go at home’. Mr Roth said the EU was also mulling over if it had any room to manoeuvre on its Irish border position
2) Depending on the outcome, Mr Roth told me, EU leaders would then decide whether or not to go ahead and call a November seal the deal #Brexit summit
3) If no seal the deal summit called in November on #Brexit, Germany’s Europe Minister told me there may be a No Deal summit convened amongst the EU 27 members instead

2) European Commission decides today whether or not to delay 2 awaited publications scheduled for Wednesday appearance: paper on future EU-UK relationship and paper on stark EU intentions in case of no deal
3) These 2 papers could be used as carrot/sticks in negotiations but there’s a nervousness in EU circles to get tone right at this delicate coming-to-end-game state of #Brexit proceedings and not to be seen as bullying (remember Salzburg??)
