What's missing:
1. Any reference to the uneven distribution of AI's costs and benefits, or its disproportionate impact on vulnerable populations.
2. Any clear requirement to reform federal procurement of AI.
3. Any actual new money for AI research.

There is also a clear, likely irreconcilable tension between understanding AI as a global project and protecting and prioritizing American AI---which isn't even a thing.
