I ministri dell’Interno dell’Ue si riuniscono oggi a Bucarest per discutere di migranti e Dublino.

Matteo Salvini non c’è. Stamattina era a Radio Anch’io, questa sera a un comizio a Pescara.

In 8 mesi ha partecipato a una sola riunione Ue.
Di cosa hanno discusso i ministri degli Interni dell’Ue a Bucarest mentre Matteo Salvini era a Bussi sul Tirino a far campagna elettorale?

1) di meccanismi temporanei sugli sbarchi di migranti. Cioè ridistribuzione per evitare casi tipo Diciotti e Sea Watch 3.
Di cosa hanno discusso i ministri degli Interni dell’Ue a Bucarest mentre Matteo Salvini era a Pianella a fare selfie con il pane?

2) della zona di libera circolazione senza frontiere Schengen da cui l’Italia rischia di essere esclusa per movimenti secondari dei migranti.

Paolo Savona, in otto mesi da ministro per gli Affari europei, non ha mai partecipato a una riunione/incontro ufficiale con ministri Affari europei o commissari a Bruxelles.

Solo un incontro con deputati italiani a Strasburgo su Politeia.
Per chiarire: Paolo Savona non ha ricevuto le deleghe dal governo per partecipare alle riunioni del Consiglio Affari Generali

Lascio a Savona e ai savoniani il giudizio su questa decisione politica del governo Conte (oltre a indiscrezioni su affiancamento di Minenna alla Consob)
Per completare: il Consiglio Affari Generali in questi otto mesi si è occupato di Brexit e di preparare le riunioni del Consiglio europeo (i Vertici dei capi di Stato e di governo) su temi come migranti, bilancio pluriennale, riforma della zona euro (ricordate Politeia?).

There is a rather serious problem with this unorthodox idea (making it a U.K. criminal offence to sell into the EU goods not complying with EU standards in return for the EU not checking goods imported from the U.K)
It is asking the EU to trust rigorous enforcement of EU law by the U.K.: but there would be hard to ensure that the U.K. correctly applied EU law (no references to the ECJ, I guess) and no Commission supervision of effective enforcement backed up be the various remedies of EU law
Also, in the case of complex products/distribution how do you show that an infringing product (or component of a product) on French shelves came from the U.K.?

A short thread on how EU proposals become EEA Law. Any contracting party (including EFTA states) may propose new EEA law. The “proposal” would start life in the commission as a consultation (equivalent to the UK’s “white paper”). The EEA Agreement obliges the Commission

Imposition much of the “heavy lifting” of shaping the proposal is done at this stage. Once in a position to go through the EU “normal legislative process” it goes through 3 readings/phases in the European Parliament where once again the EFTA3 have a right to observe and lobby

PWDV Act, 2005, gives a broad definition of what qualifies as ‘domestic abuse’. It includes physical, sexual, verbal, emotional and economic abuse. Section 3 reads:

The discussion in the EU about how to address the problem of the rule of law in PL has mainly focused on deploying punitive measures. This inspired me to write a paper for @Carnegie_Europe within its #Europeandemocracy project which calls on a more comprehensive strategy. #Thread
1.Don't get me wrong. The EU cannot turn a blind eye on democratic backsliding in its own members. EU treaties provide EC with legal instruments 2 address the problem&EC has been doing its job vis-à-vis. But it will fail to restore #ruleoflaw if it only sticks 2 punitive measures
2.The EC needs to ensure that the Polish public understands the EU’s motives for intervening. Poles are pro-European but they are vulnerable to the PiS narrative that Brussels has no right to tell Warsaw what to do ( I refer to some polling in the piece)
