#FundamentalChanges 1. We are resp for our land & people. We make our own policies. We need fundamental changes. Confidence of a force is directly proportional to its men having confidence in their officers. Standardise Police Offrs entry. It’s ‘cadre’ only. No parachuting.
#FundamentalChanges 2. Standardise Police Offrs entry. Convert NPA to a ‘higher learning institute. Have just four Police Academies. One exists, NEPA catering to east. Have another three for North, West and South. 100% police offrs, without exception get initial training here.

#FundamentalChanges 10. Standardise Police Offrs Cadre. With borders taken care of by CAPF plus Army focus on hinterland security. No one can match CRPF. All spare bins from BSF, SSB & ITBP be merged with CRPF. Let CRPF have policing and countering insurgency as two tasks.
#FundamentalChanges 11. Standardise Police Offrs Cadre. Impart soecialist training to CRPF for insurgency. Let National Police Academy, suitably staffed by CAPF and Army be the nodal agency for homeland security. Let each new challenge be addressed at NPA.

13. I intend to put the #FundamentalChanges in a series of tweets, may be more than 50. Sad part is utter lack of knowledge, interest & concern about police & policing in Army. I am working with state police and CAPFs from 13 years, day in day out. My tweets will bring out all.
14. #FundamentalChanges AFTER retirement I have personally visited 41 training centres of Army, ALL Comd HQs, many Corps HQs, ALL State Police and CAPF academies, 40 police state training centres, 20-25 CRPF Group Centres, STC’s of BSF etc. ALL CAPF HQs, hence don’t shoot me.
15. #FundamentalChanges Refer Tweet 14. AFTER retirement I have very closely been associated with BSF Training at ALL of their institutions, CRPF Jungle Warfare, CIATs of BPR&D, and many HQs. I have met some of the finest officers who will outshine Army Offrs many times over.

19. #FundamentalChanges Refer Tweet 17&18. All IPS come to CAPFs on ‘deputation’ of 5 yrs. Period. Only 5 yrs in their service. If they do second stint it’s in very senior ranks. Cadre Offrs spend entire service in their respective CAPF. No IPS at Asst Comdt (Lieutenant) level.
20. #FundamentalChanges Refer Tweet 18&19. Deputation of 5 yrs to CAPF is either a ‘holiday’ from state, a ‘punishment’ by state, ‘routine’ posting or a ‘convenience’ of the IPS. There is NO heart and soul in posting. CAPF posting is at DIG level (rarely) or IG level (common).
21. #FundamentalChanges Refer Tweet 19&20. CAPF of DIG or IG level will always be on key appts & ALWAYS under another IPS boss. No IPS gets an ACR from Cadre Officer. Each posting in field/HQs starts DIG upwards. CAPFs have 600+ battalions. None has seen an IPS offr since 1947.
22. #FundamentalChanges Refer Tweet 20&21. Leadership in security forces is ‘demonstrated’ by officers. Why are Forces Officers so capable and great leaders? Each at 21/22 yrs age started career as Lt/SubLt/FlgOffr. They are in units, day in day out with men. They bond with them.
23. #FundamentalChanges Refer Tweet 21&22. This thread is about the ‘system’’. The most brilliant minds are in IPS. The rotten system makes them do what they do. It’s natural to grab more power, positions, promotions etc. and why not? Hence it’s not IPS but the system that sucks.
23. #FundamentalChanges Refer Tweet 21&22. Hence I sum up the IPS part. The men are same. They come from same villages. Why are they so different in State Police, CAPF and Armed Forces? It’s LEADERSHIP and TRAINING. Officers join lowest level in Armed Forces and rise up on merit.
