The "hate crime" designation is political and ideological. Consider the case of the white man who was beaten, robbed, and stripped naked in the street by four black people in Baltimore a few years ago. All caught on video. Wasn't prosecuted as a hate crime.
The culprits spent a year in prison. Now imagine that exact same situation but with the races reversed. Does anyone doubt that the crime (which would have gotten breathless national attention) would be considered a hate crime?
