@AxessLab Help! I read your text-splitting article and it caused me to wonder about these images+captions we are using on a carousel. (pls don't hate us - designers pushed back but lost on that idea)
I've wrapped the image and caption text in one HREF to improve accessibility (for so many years, this would have failed validation).

Home page > kingcounty.gov/elections
Any pointers to improve its accessibility?

I've heard anecdotally that the "title" tag in the HREF means voice readers provide two phrases for the link. Yes? No?
I've added a title on the HREF because sometimes the caption could be more explicit. For example:
title="Image links to webcams"
Goes with the caption "Watch us in action"

I have no authority over the words used in the captions.
Also, I know that's not a particularly helpful ALT tag but it makes it possible for me to track clicks in CrazyEgg.
