Spending by councils in England has been rising in recent years - thanks to changes that give councils more powers to raise local taxes and a cash boost at last year's Budget - but has yet to recover to pre-austerity levels.
Every English region saw total council spending fall by at least 16 per cent in real terms between 2010 and 2017. Proportionately, London and the North East were the most affected, losing a third of their 2009-10 budgets.
The North West and West Midlands will get the biggest chunk of Stronger Towns funding. London will not get any of the £1 billion the government has already allocated, but councils in London can still bid for a slice of the remaining £600 million.
