💯 Update. The spokesperson for the special counsel‘s office, Peter Carr responded to my email. “All I can point you to are the attached regulations that govern our office. There are two sections with regard to reports.”

“The section that applies to our office is 600.8 (c).”

“(c)Closing documentation. At the conclusion of the Special Counsel's work, he or she shall provide the Attorney General with a confidential report explaining the prosecution or declination decisions reached by the Special Counsel.”
