Let's be clear here that by "handcuffed" he means that he has to follow ethics rules that are meant to keep him from using his position as a public servant for the private benefit of his former lobbying clients
Remember the report a few days ago about a recording that showed oil execs at a Ritz Carlton yucking it up about how much access they have to the Trump administration? They were talking about Bernhardt.
This is the same guy who, unlike his predecessors, not only neglects to post detailed calendars of his meetings on the agency's website, but also tracks his meetings on a Google doc that is overwritten every day! washingtonpost.com/climate-enviro…

This strikes me as something that could be useful to prosecutors who will need to prove that Trump's potential campaign finance violations in the Stormy Daniels hush money case were "knowing and willful"
That is, it's pretty reasonable to argue that someone who has had to defend themselves against past allegations of campaign finance misdeeds learned something about the finer details of the law in the process
And to be clear, this is just one of several examples that lend credence to the idea that Trump has a pretty good understanding of campaign finance laws: Trump was a major political donor, who formed multiple presidential exploratory committees

It really is difficult to imagine two people more different than Trump and Mueller, despite their similar circumstances as children -- both born into lives of privilege, at nearly the same time and place.

1/ It’s important to remember there are layered possibilities here. Mueller is a prosecutor, not a savior of some kind. He will bring indictments in cases within his grant of authority from the DAG where there is sufficient admissible evidence to obtain a guilty verdict.
2/ The report he writes could be a simple recitation of prosecutive decisions - what charges were brought & what cases they considered but declined to charge. Or it could be a detail-rich recitation of the investigation, like we’ve seen in speaking indictments.
3/ Mueller may also, as part of his wrap up, send cases on to US Attorneys with jurisdiction, where he believes issues are outside of his grant of jurisdiction. This will depend on how strictly he construes the job Rod Rosenstein gave him.
