First, my plan will provide at least $50B—and potentially far more—to HBCUs and Minority-Serving Institutions. It’ll also make additional funding available to states that demonstrate serious improvement in enrollment/graduation rates for lower-income students & students of color.
Next, my plan will dedicate $100 billion in new funding to help students cover non-tuition expenses at public colleges—a barrier that disproportionately affects lower-income students and students of color—to make zero debt at graduation a reality for everyone.
We'll knock down artificial barriers to enrollment by prohibiting public colleges from considering citizenship status or criminal history in admissions decisions.
Finally, my plan will ban for-profit colleges from receiving any federal dollars. Time to cut off taxpayer money to schools that suck down billions while burying lower-income students, servicemembers, and students of color in mountains of debt.
