Jews were already living there. There was already a Jewish homeland planned alongside an Arab one. The Grand Mufti, a raving anti-semite, tried to prevent that by allying with Hitler.

To add: The Balfour Declaration was in 1917. While the Holocaust further reenforced the need for it, it's simply a myth spread by anti-Semites that the Jewish homeland was established to make up for the Holocaust. Jews had been living there & seeking a state for a long time.
