Problem 1: To get a USGA handicap, you must report EVERY score (w/ rare exceptions for interrupted rounds, extreme weather, etc.). The whole POINT is to have a RUNNING measure of your performance. See usga.org/content/usga/h… (excerpted below).

Problem 2: Most golfers WANT a higher handicap. It makes it easier to win friendly bets w/ your buddies. Only a raging narcissist refuses to post scores bec he wants to look like a better golfer than he is, then DOES post when his right shoe... er, "he" has a single good round.
