ABU DHABI, United Arab Emirates — Prince Mohammed bin Zayed, MBZ (Prince Mohammed) then 29-year-old commander of the almost negligible air force of the United Arab Emirates, had come to Washington shopping for weapons.

One of Prince Mohammed’s younger brothers had introduced Mr. Gerson to a Russian businessman who acts as a liaison between President Vladimir V. Putin and the Persian Gulf monarchs, according to the special counsel’s report.
The Russian businessman, Kirill Dmitriev, conferred with Mr. Gerson about a “reconciliation plan” for the United States and Russia, and shortly before the inauguration Mr. Gerson gave a two-page summary of the plan to Mr. Kushner.
