The Buttigieg Supreme Court plan looks bad at first glance. It looks a lot worse up close.
Setting aside the many (so many) flaws to Buttigieg's plan, I'm more agnostic on court-packing generally than I am on most structural reforms to how the federal government functions.
Eliminating the filibuster, DC/PR statehood, new voting rights laws, gerrymandering reform, National Popular Vote—these are all simple, clean, facially neutral changes that could happen quickly and smoothly. Most just require a Dem president and congress and political will.
Court-packing is tougher to do right, and likely a tougher sell, politically—both to the public and to Dem senators. And if we get a Dem prez and congress with no new SCOTUS vacancies before 2021, we're not THAT far away from getting a Dem Court without it.
I could probably be convinced to change my mind on this, but if I were making a wishlist for structural change to the federal government in 2021, right now I'd put court-packing pretty low.
