Just some thoughts:
1. Mueller's team says they hadn't been able to obtain all records of Carter's activities during his July 2016 trip to Moscow. 
2. Carter says he doesn't keep a detailed record of when he interacts with U.S. intel agencies, for security reasons.
3. In February 2018, Carter said that he'd been interrogated for hours about his brief meeting July 2016 meeting with the Russian Deputy Prime Minister, and that he'd tried to help, but without any footage, he couldn't provide evidence to investigators.
