Iran never stopped its nuclear-weapons program but restructured to dual-use allowing it to claim that it's “peaceful” and “civilian.” The JCPOA helped advance this deception.

This aids in the preservation of a key component of Iran’s nuclear-weapons program until the deal’s automatic sunset provisions hand the facility back to IRGC.
If Trump invokes the snapback, he can quickly reinstate all United Nations sanctions against Iran that existed prior to the passage of Resolution 2231. He could, in short, blow up the JCPOA.
This scares Khamenei and it's why our "allies" in Europe are cutting our throats by lobbying Washington on behalf of Iranian regime.

They're not our allies as far as I'm concerned.

1) Hook talked about Iran's "lawless" pursuit of ballistic missiles. The word "lawless" is meaningless in this context. He used it because he cannot use the terms "illegal" or "unlawful" in good conscience. He knows that Iran's missile program is legal under Int'l law.
2) Hook admitted that UNSC Res. 2231 lifted the prohibition on Iran’s missile program. He also admitted that Res. 2231 "superseded" previous Res. 1929 which had instituted the prohibition.
