More Flores settlement news: Flores counsel asked a judge Friday to order the govt to release migrant children detained at the for-profit Homestead facility in FL within 14 days of placement. 2020 Dem candidates visited Homestead this week. Motion: bit.ly/2Ylce9h
“At Homestead, children are housed in prison-like conditions & unnecessarily incarcerated for up to several months w/o being determined to be flight risks" or dangerous, the motion said, adding that release is being delayed until kids are deported, sent to a sponsor or turn 18.
The population at Homestead has grown from 423 children in April 2018 to 3,728 children in May 2019. The avg stay is 67 days, motion says, well over what is defined in the Flores settlement, which governs treatment of detained migrant youth.
When youth are not released promptly, the Flores settlement requires the govt to place them in "licensed, non-secure facilities." Homestead is unlicensed and under heavy security, as described below by one class member who was interviewed by attorneys.
Friday's motion also contains a snippet from a declaration by a doctor who examined youth at Homestead who talks about the impacts of trauma related to extended detention.
