seen different things on the EU sanctions law, some suggesting the seizure of the Grace I may not’ve been kosher. don’t have expertise 2say
but, mulling if UK might not have found a way to accelerate release of the Grace I, because it seemed obvious this was going to happen. 2/
imagine it had to be even more obvious to british authorities this was going to happen.
there was an awful lot of chatter this past week about ships feared missing,(1 turned out to be UAE Riah), even before UK ship seized yest.
not sure why would let situation drift into a tit for tat that could see coming from two weeks away.

Scooplet: Understand from non govt contact that Iran FM Zarif is expected to meet with Rand Paul while he is in NY. Iran side not yet responded to my query. US official speaking not for attribution yest. referred to reports of a "supposed meeting." US side also suggested 1/
that Paul is not an official WH envoy.
Non-govt contact suggested Zarif would share with Paul ideas such as those reported by the Guardian and NYT about accelerating ratifiation of additional protocol for US sanctions lifting, etc. 2/2

Next meeting of the Joint Commission overseeing implementation of #Iran nuclear deal will be held July 25, at the political director level
per official. Told it is still not expected that any member yet plans to trigger the dispute resolution mechanism 2/

Given the rare and rather unprecedented nature of UK's seizure near Gibraltar of Grace 1, a Panamanian ship with Iran crude oil going to Syria, I wanted to share a few thoughts from sanctions perspective.
First, the standard caveat: I don't pretend nor claim to know it all. This won't be complete. Happy to hear comments, explanations or arguments (in style!) if anyone knows more.

Anger and distrust toward Russia crosses party lines in Washington. Hardly anyone endorses Trump’s desire “to get along” w Russia or skepticism about Kremlin actions in 2016. Additional sanctions on Russia make abundant sense to us, if only to box in the Trump administration. 2/
2 pieces of bipartisan legislation, DASKA & DETER, are now in front of the Senate. The recent pattern has been that Congress only moves in reaction to Trump/Russia developments or damaging press accounts so new sanctions are probably on hold until a trigger materializes 3/

/2 strengthening the regime instead of weakening it. I have to ask a few questions, which are always up for discussion. The author claims at the beginning of the article that outrage alone cant be a policy from which to expect any useful results.
/3 Its clear that to execute these sanctions across all sectors, without a formulation of a real political vision, is a breeding ground for the propaganda of the regime. In this thread, I have also made aware of it.

As I argued in my 2015 @OUPpolitics book, Societies Under Siege, where Myanmar was a case study, it's crucial to consider HOW sanctions are supposed to achieve one's desired goals. HOW exactly will economic pain translate into political gain?

This is rarely, if ever, done. Policymakers typically just impose sanctions in the vague hope that "pressuring the regime" will magically translate into the outcomes they seek. Usually they don't: sanctions fail 2/3 of the time. Myanmar was no different.
