The Dept of Labour is headed by the Minister (Shri Venkataramanappa). The Secretary assists the minister in executing his directions & directions from the Cabinet, as long as they are within the parameters of the law and are implemented as per rules & norms. (1/n)

The secretariat has a joint secretary, a deputy secretary, an undersecretary and dozen clerical staff, who assist the Secretary. The overall goal of the Dept is the welfare of the labours in the state. We do that in two ways. (2/n)

(A) Indirect ways by regulating the working conditions in the factories/shops/commercial establishments on the issues of safety, health, hygiene, comfort, salary etc. (B) Direct ways, by helping the labours for housing, children education, health etc. (3/n)

For enforcing A, we have:
1) The Labour Commissionerate, which enforces all the rules on salary, hygiene, comfort etc. Headed by a Labour Commissioner.
2) The Directorate of Factories & Boilers and safety, that enforces all safety standards. Headed by a Director. (4/n)

For implementing B, we have:
i) Labour welfare board, for blue-collar workers in factories etc.
ii) The unorganized labour welfare board.
iii) Construction labour welfare board.
iv)The health care agency is called ESI, that runs hospitals. (5/n)

Thus, the Labour Dept is a welfare dept that takes care of the welfare of the labours. In recent days the dept is reducing the regulations on the employers for the sake of ‘Ease of Doing Business'. We are going for self-certification and fewer inspections. (6/n)

As 'Labour' is in the concurrent list, the Govt of India is enacting reforms by aggregating the numerous laws into four codes.

The labour laws and their implementation are critical in the coming years when we seem to be moving towards a liberalized & competitive era. (n/n)
