The NYT is now telling us flat out that if Mueller merely recites what's in his report, it's a win for Republicans:

This is exactly what I feared would happen. This framing tilts the field in favor of Trump.

But as I argued yesterday...

The report itself is damning enough:

The framing has become: "Will Mueller stick to the report, or will he reveal new information?"

This is a setup. Mueller's recitation of information in the report, much of which is incredibly damning, will be deemed "not new" and therefore a "dud."
