Happy Saturday!! Let’s do this for real this time and break down #PeteButtigieg’s economic plan, A New Rising Tide! #PeteForAmerica #TeamPete
Before we start, you can listen to Pete introduce his plan yesterday in Iowa
You can learn about Pete’s labor and job growth record in SB here
Pete's new vision, "As we enter a new American era, it’s time we restored fairness and balance to our economy, so that every American can share in our country’s growth. And it’s time to help our nation’s workforce become more resilient...
inclusive, and flexible, and more easily adapt to our dynamic, ever-changing economy.” #PeteForAmerica
ANRT has five major planks that range from fair and equitable pay to strengthening unions to helping gig workers.
This first plank is about workplace protections for all workers, let's start with gig workers!
Pete's primary goal is to help them unionize and allowing them to earn a fair wage by employing the ABC test which does the following,
“In order to classify a worker as an independent contractor under the ABC test, an employer must demonstrate that the worker (A) is free from the employer’s control, (B) is performing work that is outside the employer’s usual course of business, ...
and (C) customarily works as an independent business in that industry." This will help classify less workers as contractors giving them access to overtime, benefits and allowing them to unionize
Pete will also propose a new law that, "allow(s) independent contractors with no employees, little capital investment, and substantially similar working relationships with a single company to unionize.”
In this vein, Pete will crackdown on the "payroll fraud" companies commit when the misidentify workers as independent contractors.
Pete will do this two ways. The first is increasing funding to the DoL's Wage and Hour Divison to fight this issue and empower state and local governments to do this same through an inter-agency task force.
Pete also endorses the Payroll Fraud Prevention Act (PFPA) which makes this an FLSA violation. More on the PFPA here: congress.gov/bill/115th-con…
Pete will also establish new bright-line rules that allow workers bargain with the company that sets their terms of employment. This means that people who work for companies contracted to do work for companies like Google can directly bargain with Google.
Next, Pete will push for equal pay for equal work. The gender wage gap is real and it hurts women of color more than anyone else.
First, Pete will institute pay transparency. Companies will be required to publish their pay data for the public. This data is already collected but will be freely and easily accessible for the public.
Studies show this is one of the best ways we can end pay inequality www8.gsb.columbia.edu/newsroom/newsn…
Second, Pete will also pass the Paycheck Fairness Act. This bill which passed the House with bipartisan support would would ban employers from using an employee’s salary history to determine wages, ensure that workers have the right to discuss wages without retaliation and
require employers to justify any pay discrepancies. You can learn more about it here: congress.gov/bill/116th-con…
Third, Pete will pass anti-harassment laws and gender non-discrimination laws.
Pete endorses the EMPOWER, Be Heard and Pregnant Workers Fairness Act which you can learn more about at these locations, congress.gov/bill/116th-con…
The third plank of Pete's plan is to protecting unions and strengthen their powers.
First he will ensure that employers can't interfere with union elections by introducing large, monetary penalties,"Pete will support empowering the courts and NLRB to assess civil penalties on interfering employers that scale automatically with the company’s revenue."
Pete will also expand bargaining rights. Because our current economy is more fragmented, Pete is proposing to give workers the right to demand access to multi-employer bargaining.
This will empower workers to band together across industry. Workers in the fast-food industry at different restaurants. will be able to decide if they want to bring all three restaurants to the table and negotiate a single deal for all the workers.
Pete will also expand protections for farm and domestic workers by ensuring they are covered under federal law. You can learn more about that here nfwm.org/resources/labo…
Finally, Pete will use government contracting to award good behavior by ensuring contracts only go to companies who uphold the highest of labor practice standards and strengthening the Office of Contract Compliance.
Pete's fourth planks is ensuring all workers get fair pay through 7 key actions.
The first action is ensuring workers get the hours, wages and support they deserve
This can be achieved through passing the Healthy Families Act nationalpartnership.org/our-work/resou…
In addition to this, Pete will set sup a national system of sick leave that will ensure workers who aren't covered under the HFA will be guaranteed some sort of sick pay leave that is paid into based on the number of hours worked.
Pete also endorses the FAMILY Act which creates a national paid family and medical leave fund. nationalpartnership.org/our-work/workp…
The second action is protecting undocumented workers from retaliation. Many don't report labor violations for fear of being reported to ICE and being deported
Pete would support legislation that provides visas for the victims of labor and employment law violations who are helpful in the prosecution of these violations
This is modeled off of the U-Visa for domestic violence and trafficking victims. uscis.gov/humanitarian/v…
Third, Pete will restore Obama-Era overtime regulations that were nixed by this administration. Pete will ensure that overtimes kicks in after 8 hours/day and over 40/week or over 7 days in a row
Fourth, Pete will fund enforcement to deal with wage theft. All federal agencies will be funded and energized to prosecute companies who steal employees' wages.
Fifth, Pete will ensure workers will have predictable schedules or will be compensated adequately by passing the Schedules that Work Act which ensures this. congress.gov/bill/115th-con…
Sixth, Pete will pass a Domestic Worker's Bill of Rights through three actions.
Pete will pass the DWBR Act. This provides domestic worker the same rights as any other employee and creates standards for things like harassment protection that are unique to the field to help them deal with their unique challenges. congress.gov/bill/116th-con…
Seventh, Pete will raise the minimum wage to $15 an hour.
Pete has STRONGLY endorsed the Raise the Wage Act which recently passed the House. congress.gov/bill/116th-con…
Many people wonder why $15 and here is a good resource sheet. epi.org/publication/wh…
Raising the minimum wage to $15 will among other things, lift pay for millions and begin to reverse decades of pay inequality and generate $120B in wage growth and spur economic investment.
It will also provide pay raises for nearly 40% of Black Americans and 33% of Latinos.
