This is only a fraction of the tip of the proverbial iceberg. @realRochas makes bandits for candidates for canonization. U know @PoliceNG found the structure he built through contracts to himself awarded to his front entirely unusable & rightly rejected it?
Many ppl will wonder why or how it is that #RochasIscariot, aka @realRochas never completed any project in his 8 yrs as Imo Gov. "Not less than 25% of the contract sum will be paid to u as mobilization fee on signing the agreement" was his standard formula for contracts.... 
U just have to pause to take this in. Essentially, it is a contract to transmit the full contract funds to a contractor as mobilization without their ever having to break a sweat or break ground. Basically, it is a money laundering formula in plain sight all with executive seal.
So, @thecableng was not totally accurate when it reported that #RochasIscariot told his contractor (Zigreat), "that 25% of N700 million would be made available as mobilisation fee." No, what the letter said was "at least 25%..." It provides no cap.

All of these contracts by #RochasIscariot were awarded to one company - Zigreat Int'l Company Ltd, whose address is given as "5 Ugbelle St, Ideato South." However, Ideato South is an LGA of nearly 200,000 pop, with Dikenafai as HQ. Ugbelle is a village in the LGA, not a street.
That is to say, #RochasIscariot was in the habit of awarding these humongous contracts to a fictional company to whom the entire contract sum was guaranteed to be & in fact did get paid upfront all in writing. The man who made all that happen, Dr. Paschal Obi, is now in @HouseNGR
Nothing was delivered on these contracts. In a few cases, a few blocks were put down & nothing more. Take the Imo State University Campus supposedly in Onuimo, Okigwe Zone, awarded for over N2bn. Less than N100mn was spent on it. #RochasIsCariot vanished the rest.
All the while, #RochasIsCariot found all this funny & boasted at the expense of the ppl whom he chose to systematically & deliberately. It is a gruesome story of unforgivable pillage. If Gov @EmekaIhedioha doesn't make @realRochas pay back, he may be in trouble with Nd'Imo.
