1. After the 2018 @IPCC_CH report spelled out the difference between a 2 Degree and 1.5 Degree world, here's a few thoughts on tomorrow's #SRCCL report that will put the spotlight on how the way we use our land will affect our odds of hitting 1.5 degree and what this means for EU
2. Firstup, despite the deeply worrying state of land use, the existence of the report itself, ahead of the @UNClimateSummit this September and two crucial COP's next year on climate and biodiversity is an important step forward
3. Secondly, it represents a growing consensus on where the solutions are; restoring ecosystems (in particular peatlands), reducing meat consumption and production, securing indigenous land rights
4. It is unlikely to put an end to controversies over #bio-Energie and #BECCS but the fact it is presenting ecosystem restoration as a central solution and adds more caveats on BECCS is again progress compared to previous IPCC Reports.
5. At the same time major hurdles remain now to transform these recommendations into policies and measures and the EU, with most relevant land privately owned and used, will be no exception to that.
6. Efforts at a mild reform of the EU's #CAP are again running into the ground with farm ministers mostly disagreeing on the extent to which they ought to fake ist greening; bit.ly/2M5TRTw
7. Progress in #forestmanagement is held up by deep rooted beliefs among #foresters that sustainability was invented by foresters in 19 Centurie Europe and everything else that happened since is basically just a fad

9. That said, the fact that farmers and foresters are also in the front line of climate impacts means that the politics of land use will change drastically
10. Adaptation to climate change won't be possible without additional government suport and this support will not come without strings attached; bit.ly/2YLqWGh
11. Demands by the @GreensEFA to @vonderleyen to retable a new #CAP proposal as condition for their support show how public concern on climate is challenging existing practices of stitch ups among EU farm Ministers.
12. This is unlikely to fundamentally change the outcome from current negotiations but the moment to start working on a deeper change in policy and governance is now
13. Central to this will have to be a reform of the EU's governance system around land which, despite successive reforms in policy, has never evolved beyond a system of managing entitlements and mixed competences.
14. In addition to withdrawing and retabling draft CAP proposals, putting land use centre stage in the Green New Deal and EU Climate Law that #UVDL has committed to would be an appropriate EU response to tomorrow's #SRCCL report.
15. Delivery of this would have to be secured through the creation of a new Commissioner role with a mandate to address land use, food consumption and ecosystem restoration, supported by an extended @EU_ENV*
16. *Given the de facto renationalisation of the CAP under @PhilHoganEU proposals DG AGRI can of course, in order to reduce bureacracy, be split up between DG Regio, Grow, Employment and Environment
