It's a wild claim to say Mesopotamia had 360 degrees in '2400BC'. It appears only much later in Babylon. Rig Vedic texts show you a complete evolution-

It is open to speculation if they developed a solar calendrical tradition and a circle of 360 degrees independently.
But we do know that the two cultures start making major contact when Vedic people started invading Mesopotamia & surroundings from ~1800 BCE onwards or earlier.
