Voting machines are still vulnerable to hacking, but an even bigger concern are the voter registration databases. The Russians gained access to them in 2016 (though no evidence of manipulation has been found). Without action, 2020 could be much worse than 2016.
Plus, it doesn’t help that Trump has directly encouraged foreign attacks on American democracy. In 2020, it won’t just be the Kremlin. There will almost certainly be copycats, foreign and domestic, who try to attack or influence the election.
