2/ the GOP plan: repeal Obamacare, negate pre-existing conditions (see DOJ lawsuit), and replace it with nothing. Trump promised in 2016: everybody covered, better, cheaper. He lied. The GOP has never wanted to replace Obamacare with something better. So, that is a winning issue.
