My plan on clean power:
1/n stop coal. All coal burning must stop within 12 months of entering office. Conversion to gas is okay, with the understanding that...
2/ No new gas plants. Anything below 50% LHV efficiency phased out in 5yrs. Everything else phased out within 7 unless:
3/ Carbon capture and permanent geological sequestration would be allowed on super high efficiency natural gas plants.
4/ Coal exports stopped immediately. Met coal allowed domestically but must transition to non-fossil alternatives within 7 years (HEAVY subsidy for this).
5/ Cement must stop all coal use within 2 years. Natural gas allowed until 7 years. Heavy subsidy for non-fossil-fueled cement production. Bonus for negative carbon cement (captured CO2 during manufacture, etc).
6/ Build $100 billion worth of solar panel factories. 1TW/year output. Built within 2 years.
7/ Massive streamlining of solar power installation permits. No harder than planting a crop.
8/Set up a contest for building solar the fastest on federal land in Nevada
9/ Streamline permitting review for pumped hydro storage. Install all over Appalachia in an enormous spurt of activity to replace coal jobs and make Appalachia actually economically vibrant. Terawatt-hours' worth of storage. TVA-like model here.
10/Massive transmission investment
11/ Massive wind turbine investment, but optimized for capacity factor above all. Off-shore sized wind turbines, but installed in Wyoming. Super long blades with under-sized dynamos. >60% capacity factor.
12/ Solar/wind/geothermal/storage hybrid in Colorado for baseload.
13/ Build a few hundred naval nuclear reactors and install in boats/barges. Operated out of existing naval bases. Operate under aegis of "national defense." Operational within 7 years.
14/ Expanded non-conventional nuclear fission. Order 10 reactors each of new nuclear tech.
15/ Allow only plug-in hybrids to be sold new within 2 years. I expect manufacturers to do a lot of modifications of existing hybrid lines.
16/ Only pure electric (or hydrogen) to be sold new after 7 years.
17/ After 4 years, gas prices increase to >$5/gallon permanently.
18/ After 12 years, all fossil-only vehicles crushed into cubes or require special (very expensive) permit.
19/ Electrified cargo rail. Diesel hybrids replaced with battery-electric, charged occasionally. All electric within 7 years.
20/ Accelerate approval for electric aircraft.
21/ $1000 climate fee on first and business class on fossil fuel aircraft, effective immediately.
22/ $100,000 climate fee on private jet flights using fossil fuel, effective immeditately. Can be waved if 5x emitted carbon is permanently sequestered.
23/ After 3 years, fossil private jets allowed only if 10x emitted carbon is permanently sequestered.
24/ After 2 years, $100 climate fee on all seats on fossil fueled aircraft flights. Waved if 2x emitted CO2 is permanently sequestered.
25/ No short-haul fossil flights in 7yrs.
26/ Extremely efficient, lithium-sulfur/air/metal-anode electric airplanes accelerated to readiness within 5 years. Enable medium-haul.
27/ Extremely efficient, conventional Li-ion electric planes accelerated to initial 1000km capability in 2yrs. @eviationaero. Widespread in 3.
@EviationAero 28/ Long-haul either via matured lithium-air or just fuel cell liquid hydrogen (with frozen condensate) for long-haul aircraft in 7 years. Huge push to get that to work.
29/ Massive power-to-gas push.
@EviationAero 30/ Electified nitrogen fertilizer production. Based in north Texas, existing pipeline up through to Minnesota supplies everyone with electrically produced fertilizer. 5 years.
31/ Liquid Hydrogen ships in 5yrs.
32/ Start exporting clean nitrogen fertilizer.
33/ Export clean LNG.
@EviationAero 34/ Heat pump everything. Immediately. No new gas installations allowed. Old gas ripped out within 5 years.
35/ New programs stood up for fusion and space based solar power. Each given $10B/year, must produce results within 5 years (1MW net electric power) or funding halved.
@EviationAero 36/ Did I do semis yet? Not hard. 1MW charging a 1MWh battery allows vast majority of semi traffic to be decarbonized. Weight limits temporarily increased to allow larger batteries before tech improves. All electric in 6 years.
37/ All new city buses electric starting now.
@EviationAero 38/ Non-electric city buses banned in city centers within 5 years. Long-haul buses all electric in 7 years.
39/ Modified cow diets to reduce methane emissions.
40/ After 5 years, replace ethanol corn acreage with high-sequestration trees (etc) and solar.
@EviationAero 41/ Geothermal. Everywhere with hot rocks. Hopefully installed alongside other renewables to allow the resource to last longer.
42/ Expanded hydro. Yeah, I like the idea of adding lots of dispatchable turbines to existing hydro.
@EviationAero 43/ Replace all current tariffs with tariffs based on carbon emissions.
44/ Export clean power (steel, cement, synth graphite, electricity) wherever possible.
45/ If China is subsidizing solar panels at below cost, BUY ALL OF THEM.
46/ Support global power grid.
@EviationAero 47/ Eventually, after using economic power and negative emissions to get CO2 to stop climbing, just treat all CO2 emissions as having to capture/sequester 2 times that released. Eventually, when CO2 is back at 400-450 ppm, it can be 1:1.
