EU Commission spokeswoman on latest Brexit talks: 'The UK has presented some ideas on how any all-island SPS solutions could involve the agreement of Northern Ireland and these SPS solutions themselves were however not presented. Technical meetings will continue this week.'
On Friday PM Johnson's sherpa, David Frost, met Michel Barnier's deputy Stephanie Riso to discuss the governance of an all-island SPS zone, specifically how Northern Irish authorities could be involved in shaping its design and be able to give their consent to its implementation.
The issue with this is the EU is unwilling to sign up to a backstop alternative/tweaked backstop that could effectively be blocked from ever coming into force by the Northern Irish assembly. A formal consultation role for Stormont is possible but a veto over the border fix isn't.

1/ EU officials and diplomats were dismayed by last night's furore in Parliament, and events in general over the past few weeks. They have left them questioning how they will deal for years - even decades - to come with a Britain that looks increasingly divided and dysfunctional.
2/ The 'acrimony' in Parliament last night and the hostile line taken by PM Johnson has shocked some. They are worried by how much he alienated even moderate MPs on all sides of the House, without whom he can't get a majority for a deal.
3/ This follows the prorogation debacle and comments No 10 and ministers made about judges, which were clocked with concern here. A large part of the UK's plan involves the EU trusting its 'world class' institutions. 'But now we're no longer sure the institutions are holding.'

1/ The UK tabled a 4th technical paper yesterday building on its plans for trade in agri-food (SPS) goods as part of an alternative backstop. It focusses on the movement of agricultural products from Great Britain into Northern Ireland, which would be following some EU SPS rules.
2/ It covers the processes and checks companies moving goods across the Irish Sea in that direction, into an all-Ireland agri-food zone, would have to go through. In that sense it builds on work already done in the current backstop, which includes 'de-dramatised' SPS controls.
3/ The reasoning is that if livestock and animal and plant derived products coming from GB are cleared as compliant before they arrive in NI they can circulate freely across the whole island (and potentially wider Single Market) without needing to be checked at the border itself.

1/ A few of us caught up with Labour MPs Stephen Kinnock and Caroline Flint yesterday evening after they met Michel Barnier. They said the EU chief negotiator was 'on good form' and full of questions about their 'MPs for a deal' group. Here's a summary of what they had to say:
2/ Barnier asked them about parliamentary arithmetic and what pressure their grouping can bring to bear on the two main parties. They told him about 20-30 Labour MPs are now ready to vote for a deal. Barnier also asked about the implications of the Benn act for another extension.
3/ Instructively, they said that it was Barnier who suggested holding the meeting with them. Some EU officials have privately expressed regret that Brussels has neglected contacts with moderate pro-deal MPs at the expense of talking largely to the main party leaderships.

Technical meetings with continue this week but "we will not provide a running commentary of all the discussions that are unfolding a technical level"

Listen to the radio or TV, read stuff online, and it's all 'Chequers this', 'no-deal that', 'Northern Ireland the other' and frankly it's confusing, not least because a lot of media are getting confused

Services: 80% of UK economy (architecture, management consulting, legal, creative etc) & big services surplus UK runs with RoW & EU. So why does Govt want to damage economy in #Brexit plan being discussed by cabinet today (focusing on goods only?) ft.com/content/2ce78f… via @FT
And anyway services get bundled in today's global value chains for high-value high-tech goods (c. Aircraft engines & their maintenance) which is what UK government is supposed to be promoting via its (mysterious) industrial policy announced back in 2016.
If you wanted a better trade & industrial policy for UK (which is desirable to create high-paying jobs via higher productivity) you wouldn't put it together in the way that #Brexit is taking us (raising barriers to trading with UK's big EU markets).
