Robbins who after election catastrophe engineered two phase negotiations with EU and tried to craft a backstop as "bridge" to customs union and Chequers-style quasi single market membership. Secretive to the point where colleagues wondered whether May even knew what he was up to

Of course May carries the can, dishonest with public/cabinet, supremely secretive and control freaky who (with Robbins) let EU hold the pen during most of the talks
